Protocol Another name for an agreement. Originally, a protocol was considered a somewhat less formal document than a treaty, but it is a distinction that is no longer valid. A protocol can be an agreement in its own right. They may also be additional sections that specify or modify an agreement or can be used to include new compliance themes in the original document. The negotiator and architect of the Dayton Agreements of Bosnia, Holbrooke (1998), found similarities between this agreement and the Camp David talks in September 1978. During the Camp David talks, U.S. President Jimmy Carter made possible the historic agreement between Egypt and Israel, ending 30 years of hostility between states. Dayton`s negotiating team interviewed officials involved in the informal diplomacy of Camp David (sometimes called Track II diplomacy) and has been used for centuries to communicate between the powers. Most diplomats are working to recruit personalities from other countries who might be able to provide informal access to a country`s leadership. Diplomatic recognition is an important factor in deciding whether a nation is an independent state. Recognition is often difficult, even for countries that are totally sovereign. Many decades after its independence, even many of the Dutch Republic`s closest allies refused to give it full recognition. [Citation required] Today, there are a number of independent institutions without broad diplomatic recognition, including the Republic of China (ROC) /Taiwan on the island of Taiwan. Since the 1970s, at the request of the People`s Republic of China (PRC), most nations have ceased to officially recognize the ROC. The United States and most other nations have informal relations on de facto embassies with names like the American Institute in Taiwan. Similarly, Taiwan`s de facto embassies abroad are known as the Taipei Economic and Cultural Representative Office. This has not always been the case, as the United States maintained formal diplomatic relations with the ROC and recognized it as the only legitimate government of China until 1979, when such relations were severed as a precondition for the establishment of official relations with CHINA. If we use fairly standard dictionary definitions, we find that „foreign policy“ means that „issues related to international relations and the interests of the country of origin abroad“ are linked. The term „foreign policy“ leads to an additional distinction: it means „the diplomatic policy of one nation in its interactions with other countries.“ Modus Vivendi A provisional, written, interim agreement until more final agreements are negotiated.
